Any idea for encouraging users to ask and answer questions ?

Just create 999 fake users and have them ask and answer. If your site has some values to real users, they may flock.

For asking and answering you can announce reward money. And you can also add payment system on your site. Then general users will be interested to ask or answer in your site.

When a user gain 1000 points by asking and answering per month then he/she can send me payment request.
I mean,  when a user reached 1000 points he/she requests for payment through payment form of my site payment page. This payment request goes to admin email. Then I check the user request and pay user Bangladeshi 100 Taka in mobile phone account.
