Is there a way to convert the tag system category system?

It's like in Quora, where you can just follow tags and there's no categories.All questions are sorted by tags or topics. This method is very convinient for users, as they will see only what they follow.  Is it possible to implement this?
For instanse :   in category  instead of clicking  books -> classical -> english literature you can  tag question with topic "english luterature".  I'm sure you can do this. I'll appreciate if you can help with this. Thanks in advance

@Prep4 Q2A has a tagging system already. See "question classification" in admin options.

I couldn't find that option.  Where it's exactly located?

In the general tab of your admin, look for "Question classification"  close to the bottom of the page.  Hopefully that will let you do what you need.
