How to add categories to side panel in Snow theme. I want it to appear on every page

You may log in as admin, then move to Layout tab (admin/layout). From there, you can see "Categories" as one of the available widgets. You simply add a new widget, and display it with the option to shown on "All pages".

Then edit that widget (qa-include/plugins/qa-widget-category-list.php) , or create a similar one

This is core hack. But, whether it can be done by editing theme.php file of Snow theme .
