Currently if an experienced user find a question repetitive, he/she closes the question. but unfortunately the owner of the question can again open it. How can we prevent this by applying this logic below?

If the question is closed by another user, do not let the owner reopen it

This sounds like a bug. By "experienced users" do you mean editors/moderators etc?

in /index.php?qa=admin&qa_1=permissions there is an option called"Closing any question:" where is selected "confirmed user with enough point" . so if this user closes the question of a user with less point, then that user should not be able to reopen it. TMHO

If my recognition is correct, basically, thread owner can not reopen it that was closed by another users. In this case, "thread user" is normal (registered) user. And "another users" is high level user. As an exception, if thread owner is one of high level users, he can reopen it.
