My requirement is user attach a Docx or PDF file along with question if he want

My confusion

Whether I purchase Editor if it possible what is the budget?
Whether I purchase theme if it possible what is the budget?
Whether I need to consult developer if it budget?

You can use extra question field plugin to upload any file (pdf, docs ,...).

Extra Question Field plugin is not the solution now because it's developer has left Q2A and his plugin is no more available to download. So you would have to rely on some other solution.
