Is there any tool or plugin for creating topics?

Question 1

Topics are like tags (has many to many relationship with posts) but it has a single page with the description on if. People can follow the topics they like and their home is filled with questions on the topics they like.

I'm looking forward implementing it, but first I want to see if there isn't anything like that already.

Question 2

I don't know the existence of anything like that already implemented in Q2A, but that would be such a great plugin and I would love to see future news about it. :)
