Yes definitely it is mobile friendly. All the responsive theme which are made to adjust according to mobiles are mobile friendly according to Google.

Yes, I am serious.  But it seems they don't necessarily penalize you, they just will prefer mobile friendly websites over non-mobile friendly.

No!! Google doesn't penalize any website for not being mobile friendly. Instead what Google's latest update did is that whenever a person use Google Search from mobiles and tablets then only those websites will be shown in result which responsive and can be viewed good in that mobile. But if you would search from a desktop then all the results will show as they rank (means without removing the non responsive websites).
