About limit of login count in V1.2b1

Does this option run definitely?
I'm translating error message(qa-lang-users.php:login_limit) and testing in localserver.
How to operate / set to option for display error message ?
I set 1 to option, but can login multiple times ...

The limit is for failed logins ("login attempts") - you can log in successfully any number of times from the same IP address. The limit is per hour.

Thanks gidgreen. This option is FAILED login count. I see!

Question 4

Test is OK! But, other account of same IP is blocked. This feels problem at access from LAN/WAN. How do you think?
