How to Display a message to user that, he cannot vote down, as he needs minimum number of poits say 150 to downvote, and his current points are 120.

This would encourage the user for more activity in the site. It would be good to have a message at the top using some Jquery, which is also seen, when in Q2A refering to Demo site..?
