How to allow users level editor to block and unblock users?

Only moderators and administratores can block and unblock users

I want to allow editors to block and unblock too

User management is an administration task that shouldn't be given to editors. Editors' responsibility is content, not users.

Yes, but moderators can see users IP. I don't want moderators to see ips, I want only admins to see IPS. So I want to add more permissions for editors
