Why is question2answer.org not using "On site notifications" ?

Why is On-Site-Notifications not installed on this website?
I'd like to able to follow up with my notifications for question2answer.org. Like any upvotes on my questions, comments etc.

On-Site-Notifications is much needed for this site.
Is it because this is not a free plugin? Or is it because of some other reason?

For clarity (b/c I for one misunderstood the question): the OP means why question2answer.org/qa doesn't use the notification plugin.
