How can I convert the optional boxes in the question to mandatory?

for example

I added an additional field to specify the country of the question owner

But this field is optional and I want to convert it to mandatory, how?

I have had a similar  similar problem  on my site for year I have a one line box that ask  rather you are Male  or Female  during register and is says required and a  notice  was given that their account would not be approved with out it and no one ever listens

I haven't implemented this myself, so take with a grain of salt, but I think you should be able to handle this by writing a filter module that makes the field mandatory. I doubt a plugin ready-made for your use case already exists.

However, unless you can somehow validate the correctness of what is entered into the field (which you shouldn't be able to do for privacy reasons) I don't see much value in making such a field mandatory. IMHO, YMMV.
