The screenshots you posted seem to indicate that the database was initialized just fine AFAICS. What evidence do you have that it didn't? Are tables missing from the database after the initialization?

What do you mean "it's not installing?" How did you check that? Does your database contain a table qa_edit_history? Does the plugin show up under Adminstration center > plugins? Did you configure the plugin there (by clicking "options") after initializing the database table?

So, basically, the plugin was installed just fine, and you simply didn't bother configuring it. How about you fix that? IIRC the plugin is inactive by default.

when I click to active plugin, then it says to initial database. but it don't initial database 100%.

What does "don't initialize database 100%" mean exactly? I'm not sitting in front of your computer, so I can't see what's on your screen. Please describe the problem in more detail.
