Added some features to edit-history plugin (by Scott)

Hi

I have used Scott's nice plugin 'edit-history' for a while. I needed some features for personal use that I made on it. Now I shared this enhanced version on Github for others use.

1- Revisions view permission choose (in admin page)

2- Specify needed time between two edits to store both edits (in admin page)
