You can try disabling one by one these plugins:
Embed v0.1b4;
Featured Questions v1;
Polls v2.3;
q2apro Popular questions widget v0.2;
SEO Links v1.2;
Simple Ads Manager v1.2;
Smilies v1.4;

And testing after each is disabled. Maybe you'll find a culprit there

Thanks for the tip, but did not help. Disconnected one by one, then completely removed all installed plugins, but the problem did not disappear.

Can you confirm you have created a NEW post after disabling each plugin rather than editing an existing one?

If you have not created a new post, then repeat the tests creating a new post

How about looking (grep) for the following PHP function throughout your site?

mb_convert_encoding

The core does not seem to use this function. If found in any of the extension plugins, you may be able to isolate the problem.

I checked and if you understood correctly, this function is used only in phpmailer.

Found the problem of replacing these characters with text. This happens if you use some kind of text editing, for example, you mark a part of the text in bold. Or you add a photo and align it in the center, in general, you use HTML markup. As soon as all text is formatted, the problem disappears.
But why is this happening?
