Why can't you redistribute Q2A code?

I saw here that you can't redistribute Q2A code. Why is that?

Also, where is the source code repository? Or is only the latest version downloadable?

This has now changed and Q2A is fully licensed under the GPL, so you can distribute it so long as you're not charging to do so. More information here:

There is not currently a source repository but you can download old versions here:

You should definitely put it on github, it will make it very easy to people to contribute.
