The WYSIWYG editor is the one that uses HTML, and comes with Q2A by default. It's in the folder qa-plugin/wysiwyg-editor/

If you don't have that folder, download Q2A again and get it from there.

To use the editor, go to Posting page in Admin and select "WYSIWYG editor" in the drop down by "Default editor for questions".

In addition to what Scott said, please note WYSIWYG editor will not work on mobile devices.  So try to enable and test it on a PC.
