Is it safe to change "userid" values in "qa_posts" table ?

I need to change some authors of posts. If its safe to do that without problems when reindexing content ?

'acount' is the answer count, not author. To change authors you need to change userid

This would be necessary verification. However, perhaps you can it safely.

If you changed userid of qa_posts, users points should be changed, too. After changing userid of qa_posts, you should execute "Admin" > "Stats" > "Recalculate user points".
