Enable Private Messaging

Question

I don't see the "Enable private messages" option anywhere.  I've already checked Admin ---> Users --->  

Would I have to install a plugin to enable private messaging?  I would like to send users private messages as well as my users send each other private messages.

Enable private messaging between users: [x]

 

It must be there, otherwise you may have changed something in the core (or by a plugin).
