How to restrict users per title?

Is there a way to restrict users per points level (title)

 

Kinda like

Level 1              0 - 150 points can only ask 5 questions, answer 10 times, and vote 10 times

Level 2              151 - 250 points can only ask 10 questions, answer 15 times and vote 15 times

 

 

and to any level per day?

I hate this kind of answers but here I go: no, you can't. I've never seen a related plugin either. You could write a plugin for that. It shouldn't be too complex. You just have to keep track of question/answer posts and votes, record them and ony allow users to post if they don't exceed a set limit. The latter part, I would do it with a filter module.
