Category selector in question-editing page

Question

When the category is added after(there are already questions), blank(state not belonging to specific category) cannot  be chosen at category selector  in question-editing page.

I think that it becomes impossible to take the correspondence when the operation of the category is started on the way. How about you?

In the 'Categories' page of the 'Admin' panel, switch on 'Allow questions with no category'. If I didn't understand the question please explain in more detail.
