NEED HELP: Users ask question in full Uppercase => Prevent this ?

Hi there,

Some users, are asking question in full uppercase like this : "MY QUESTION TITLE". Is there any way to put titles everywhere  like this => "My Question Title"

if you were a user how would feel if someone started editing your stuff ?

The goal is to prevent that BEFORE, when question are creating it's automaticaly change Any idea?
