How can I create A "Send feedback" Page for the Users (with Captcha)?

Go to Admin > Email and check option called "Provide a page for users to send feedback"

Captcha you can set from Admin > Spam section. There are couple of options just find appropriate. To use captcha you need to set the key you wil find option in Plugin > Captcha options
