Rule for becoming expert or moderator moderator

I have been searching thru all menu option but I am unable to comprehend how I will set the rule for users to become moderator or editor? Minimum points required...

Sorry if it is a basic question but trust me could not figure after struggling for quite a while. Permissions tab uses the word Editor, expert etc but nowhere can I understand how somebody becomes moderator etc

There isn't a way to set the user type based on points, instead you set individual permissions. For example, set "editing any post" to "registered user with enough points".
