Is it possible to somehow create a category or tag and add questions using it in such a way that after a specified set of questions have been added to it by a specified set of users, no other user should be able to use that category or tag for his/her own questions?

This scenario is similar to creating FAQs for a particular project, and wanting to make sure no other user (apart from the category creator and/or one or more of his aides) are able to "add" questions to that set of FAQs.

In Q2A 1.5, a plugin with a filter module could be used to prevent questions being created in that category, unless the user was specifically allowed. However it's not currently possible to modify the categories that appear in the category selector. In other words, you could only catch the problem after the user submitted an inappropriate category.
