The file you're looking for is qa-include/plugins/qa-widget-related-qs.php in your Q2A install directory. However, that widget is part of the core code and doesn't seem to allow overriding. Modifications to core code are discouraged, because you will need to re-apply them whenever you update Q2A. The recommended approach is to (re-)implement the functionality as a widget plugin of your own.
