Comments on question or answers are possible still after disabling from admin panel

step to add comments
1. disabled comments on question/answer from admin panel.
now option to comment on question or answer is disabled.
2. Answer any question. -> submit it.
3. now edit  submitted answer and there is option to "Convert this answer into a comment".

example: answer is converted into comments.
