Choosing who can ask questions when adding a category.

It will be good if this feature is added.

Category is hiding, not that way, it should stop asking questions.

I don't believe there is a plugin that will allow you to do that while creating a category.

However, this fork of the plugin should disallow asking for questions: https://github.com/pupi1985/permission2categories

It will also hide the category itself, but it is unclear to me if that is your expected behavior or not.
