is There any plugin can chage the language from englinsh to chinese,or chinese to english?

if user post chinese ,the plugin can change it to english with orginal,  if the user post english also can change to chinese

I'm afraid there isn't. You'll have to edit the post yourself and translate it manually.

Or if you're using Google Chrome, hope that the translation feature pops up asking if you want to see the website in X language.
Or you can also right click the text and select "translate to English/Chinese".

In principle one could write a plugin that uses Google Translate (or some other online translator) for the task, I think. However, that might conflict with their terms of service, so I'm not sure about the practicality.
