You mean is there a plugin for installing themes and/or other plugins via the web interface? I don't think so. To install a plugin or theme in Q2A you just extract the plugin or theme archive into its own subfolder of {Q2A_DIR}/qa-plugin or {Q2A_DIR}/qa-theme respectively.
