Who or what determins a best answer?

The user who asked the question determines the best answer for their question. They can click any answer but usually they would select the highest-voted answer.

Admins, Moderators, Editors and Experts can also select best answers for other people's questions (you can turn that off if you want).

In my case, I want only the posted question owner should allow to accept the answer. Can u please guide me. I didn't find this option in the "Administration center - Permissions "

Yes you are right. The best you can do is "Moderators and Admins" and just tell your moderators not to select best answers.
