Is it possible giving users more control over tags like accessing category ?

I want to give users an oppurtunity to access and control tag/tags like control over category.

I m using tags for classification so thats why I need this.On users profile , there is - add category-specific privileges - so I want use this for tags.

Is it possible ?

It's not possible in core Q2A. The problem is that tags are "free form" i.e. users can add many different tags, whereas categories are restricted to a set number.
But it would be possible to make a plugin for it.
