You can think of it as a counterpart to the private message feature. In fact, both use the same table, "messages" in the database. Wall posts are essentially "public messages".

It's similar to the wall in Facebook. Some forums also have a "visitor messages" feature.

There are other uses, maybe you want to inform a user if they are breaking some rules on your site or explain why a question got hidden, etc.
