Plug-ins are definitely on the roadmap. In fact, via the QA_EXTERNAL_* flags, you can already 'plug in' to an external user database, external internationalization code, or an external email sending function. I'm interested to know what other forms of plug-in functionality there is demand for.

Generally plugins tweak existing features or add new ones entirely. For example, there could be a Polls plugin, which would add a new file with poll functionality and make changes to the database.
