Not publish the answers until an editor or admin confirms it (permits it)

I would like to not let the users answers publish untill I or an editor first checks it. Is there a way to accomplish that, in a simple way?

We the site is popular and receives a good amount of traffic, then we can appoint editors & moderators to approve the questions.

I really think that this feature is required if we want to keep our site clean. Spammers are everywhere and they are always looking for opportunities.

Rather than checking the site for spam questions, its better to have a questions, answers & comments approval module.
