Maybe this is not what you want but you can achieve this with some tweaks.
What you can do it, write the names of tags which you want to be linked. Then link them to that particular tag's page. Like if I need to show [Plugins] tags in here. Then this plugin is linked with plugin's tag page on this website. After this you can give this link some custom styling and it is all set to roll.
Now your users can click on this link (tag) and they will head towards a page which consists all questions in that tag.
