Question, How come you can flag a answer but you can not flag a question?

Yes, I was trying to flag a test account as a admin, I guess a admin does not need to flag a account LOL

You can do anything for as an admin... But you cannot flag an account as there is no such feature, instead you can block an account.
If you want to flag then you can only flag a question or answer or comment (but of others only).
