how can I put a link inside the Terms & Conditions registration form

I tried putting a link to the Terms and Conditions but it is not clickable.

Hi there,

Did you place the link on the admin/pages section of the admin console?  I just added a link there as a test and it works just fine.  If you didn't place the link this way, is there a reason?

Please provide more details in a comment to this answer if you can.
