How to add custom HTML to home page, ABOVE recent question list

Currently there is an option to replace the home page question list with a custom home page.

Instead, I'd like to have custom HTML *above* the home page question list.  (A simple "welcome to the site!" message). There doesn't seem to be a way to do this. I've been mucking in the PHP and CSS with no luck.

Any suggestions on how to implement this?

I recommend "Widget Anywhere" plugin made by Scott. I'm using this, too. It is good plugin, but there is much operation before going to the editor page. I hope on-site editing feature.
