How to make: The user at the laying of the query must enter your name.

User response in writing must fill in your name.

No anonymous posts. Name required for unregistered users.

I'm not really sure how you can require a name for an unregistered user. Wouldn't they have to register in order to submit their name?

To submit a question not go without filling in names.
