How to show answers before the "new answer" text area?

Question

By default on a question page the order of elements is

1. Original Question
2. New Answer Text Area
3. Existing Answers to the Question

For my Q&A site I want to switch numbers 2 and 3, so that after the original question all existing answers are shown, then the new answer text area box at the bottom of the page.

Is there an easy way to achieve this?
