Cannot find such option.
As far as I remember, q2a does not allow answers on duplicates.
I am still trying a plugin to solve this: How to have answer to close-duplicate question redirected when posting?
But a workaround would be letting users just post answers to duplicate questions and later on use the merge plugin to move them to the original quesiton.
