As I found from my previous question, if my IP is banned on the site, I cannot even see any of the questions on the site! It will show the question lists fine but not the question pages.
In Permissions it's set so that "Anyone" can view question pages, so it shouldn't matter if they are IP banned. They should be able to view regular pages on the site but not do anything that requires an account.
