What does "block user" do?

If you want to ban a user, what's the best way? I clicked "Block User", what exactly does that do? Disable their account only, or block IP address?

It disables that user's account only, so is the best way to prevent a specific user doing anything further, no matter where they log in from.

Right. For that you'd need to block the IP address too, although of course they could always just change their IP address by disconnecting/reconnecting their ADSL (or the equivalent).
