How can we lock URL and unlock entire site against one activity  after share google or facebook or twitter?

URLs cannot be locked, however, you can try to use the URL without the SEO-ending, e.g.

not: http://question2answer.org/qa/17574/google-tweet-like-content-url-locker

but: http://question2answer.org/qa/17574/

And just to add, it's not a big deal if the title changes because http://question2answer.org/qa/17574/some-other-title will show the same question and has a canonical meta tag so search engines know the correct page.
