Disable Registration

Question

As the question states, I am looking to disable registration entirely - my understanding of MySQL and PHP is decent enough to make edits, but I wanted to check first to see if there was some magical button or setting in the DB that would allow me to do it easily.

There's an option for this in the admin section, under 'Spam'.

The option is to MODERATE registrations, not STOP them.  Am I right?
