Who can explain me what must be the correct configuration of this parameter on admin lists and at what does it is necessary?

This affects how question 'hotness' is calculated and therefore which questions rise to the top of the 'Hot!' page, if you have that showing.

There's no need to change the default values unless you want to change the importance of these factors for your site.
