some notification does show up when users access "Administration center - Permissions" page

This  not  my  issue ,  my  issue  is  that   i am  not  able  to send  validation  e-mail  to  the  user  who  registers  

and   secondly  my site  for  example  i   want  to send  email   message  to  particular  user     , when  i  type  the  meassage  and  click send  it  doesnot  show  and   webpage  goes blank

previously  this  was  not the case  it  would  show  that   meassage  ahs  been  sent  actual  message was not  delivered

kindly  help

i am using Q2A 1.5.1
