I'm not sure I exactly understand your question, but you are welcome to make any modifications you wish to Question2Answer for your site, but you are not permitted to resell or redistribute it with those modifications.

You will however be able to distribute themes for Q2A, but I would recommend waiting for the final release of version 1.0, since some things are still in motion.
