How to vote of anonymous user?

May an anonymous user vote?
If possible, please teach setting of management screen or  hack method.

I think with help of this code https://github.com/cyberbuff/Pulse-Lite ,feature can be implemented. I tried it without q2a works fine and safe, but have no idea how it can be used with q2a.

No, it's not possible for an anonymous user to vote - there would be simply too much scope for abuse.
